Massive but kindly assist in fixing the draw issue as it is not acceptable to consider a draw of one piece against 3 or 4 pieces as well as 3peices against one piece.

I run into people that refuse a draw but rather move in the same spot for over an hour. It happened last night. I asked for a draw 3 times and we had a total of 6 pieces on the board. What can I do to stop it?

Terrible drawing system. You can have a win that takes more that 20 moves and it becomes a draw. If you get down a piece, just request your draw at the right time and you can draw every time. Terrible.
